The official word:
"Beginning this Sunday, May 1, no person shall operate within the City of Rye a gasoline or electric leaf blower. The following entities are exempt from this city code: municipal, schools, religious institutions, membership clubs, golf courses, retirement communities, cemeteries and driveway/roadway paving and sealing activities. This ban will remain in effect until September 30th. (City Code 133-7)"
