Rye to Hire New City Manager Serrano

After the council cabal on June 1st, it looks like we finally have a new, permanent city manager.

Rye To Hire New City Manager

The Rye City Council, it is expected, will vote at its scheduled meeting on Wednesday night to hire Marcus Serrano as Rye’s new City Manager.

Mr. Serrano currently serves as Village Administrator in Dobbs Ferry, and if approved by the Council, will begin work in Rye on August 11, 2015.

“We are delighted to be bringing Marcus to Rye,” Rye Mayor Joe Sack said. “Marcus is an experienced and well-liked local government professional in Westchester, and we look forward to continuing to move Rye in the right direction with Marcus serving in this important role.”

Mr. Serrano’s municipal management experience spans nearly 30 years in Westchester. He has served as Administrator in the Village of Dobbs Ferry since 2009. Prior to that, he served for ten years in the City of Peekskill, as Deputy and Acting City Manager, Comptroller and Director of IT. Earlier, he served as Director of Finance in both the Village of Port Chester, and the Town/Village of Ossining, after getting his start in local government as Clerk/Treasurer in the Village of Irvington in 1984.

“I am very excited to be coming to Rye,” Mr. Serrano said. “Rye is a tremendous community, and Rye’s City workforce has a reputation for excellence. It will be an honor and pleasure to serve as Rye’s new City Manager.”

Mr. Serrano, a resident of Peekskill, holds a B.B.A. degree from Iona College in New Rochelle.

“Aside from his long experience in Westchester, and his significant background in finance, what stands out most about Marcus is how well-liked and respected he is by the people with whom he has worked over his career,” Mayor Sack commented. “Marcus provided an incredible number of references, and these folks invariably described Marcus as a fair, honest, responsive, communicative and proactive manager. These are all qualities which will make Marcus an effective and valued manager in Rye.”

Mayor Sack also thanked longtime former City Manager Frank Culross, and current Interim City Manager Eleanor Militana, for their service to the City, and expressed his belief that the transition to a new City Manager in Mr. Serrano would be a smooth one.
